We want to restrict users changing background image

Hi,
We uses Word 2003. We insert a flue background in the word document. Like
"cannot be copied". We want to restrict users changing background image for
this documents.

We do not want to use IRM function. Can we prevent users changing background
using macro or etc.

One more point, user must write and save over the background. Only
background musn't be changed.

How can I do?

Anchor the background image in the header (it can still float in the
middle of the page; format it as Behind Text) and then include the
macros from
http://www.word.mvps.org/FAQs/Customization/ProtectWord2000PlusHeader.htm
to prevent users from getting access to the header.
