How can I publish a web page for an Online Auction. Mainly for Ebay. Need a Brief Explanation

You don't publish a web page to Ebay. You write html in the form they have.
Or, cut and paste the html from a web page. Ebay has the appropriate
instructions. You'll need to visit them.

I was also surprised that a <base href> keeps the links straight.
I always thought that tag had to be in the head.

some FrontPage stuff also doesn't work through the eBay interface, such as
theme backgrounds rollover effects on buttons, etc. The fp hit counter on
the other hand "does" work.
go figure. ;-)
