Can I upload a database to a share point portal and still have it running as
a tool for inputting information and producing reports?

If the portal is still internal to your network Yes. If the portal has a UI
to hit the database, Yes.
If the portal is external to your network, no.

The portal is internal to our network with designated users. Could you tell
me how I would go about putting the database on the portal?
