That is because there is no such thing as a page in HTML as you think of it.
Pages being created for a web display need to be framed or they simply fill
the screen width available. If everyone in the world used exactly the same
monitor using the same resolution, life for web designers would be easy
peasy! Word is a poor tool for web design.

A simple solution is to insert a table set to an exact width (using table
properties) and insert the pictures into the table cells. You need to
experiment to see what cells sizes you need to match your pictures and then
create a 'standard' table with fixed table width/Row, Column widths and save
it as an AutoText entry for fast reuse.
