Web Page on Computer

Is it possible to create a web page on your computer that people can access?
Instead of publishing to the "web"?

If you want to put a web server on your computer than you can host web pages
on it. Of course, you would have to open your computer to the web and run
the risk of hackers and all other vulnerabilities of having a web site on
your computer. Also, the non-server versions of the Windows OS are limited
in the number of network connections that can be made to them (10, but this
number will most likely mean only a few actual user connections). This isn't
a good idea unless you are somewhat experienced with the security risks and
running a web server.

No, unless your computer is a web server in which case it is "on the web".

Unless you mean an intranet, viewable on a network internal to an organisation,
or a disk based web (e.g on CD-ROM).

But otherwise generally no.

Yes, if you make your computer a server. Otherwise, you'll
need to publish your pages to an external server through
an ISP.
