As a rule, do not use the Master Page in a Publisher web. It appears that
you may have the top and bottom banners on a Master Page. Move everything
off the Master Page onto the main publication page.

In Pub 2003 and 2007 when you group any design elements together, then those
elements will not render when viewed in IE8. I presume the same it true in
Pub 2002. Go to each page of your publication Edit > Select All and then go
to Arrange > Ungroup. This will ungroup everything on the page. Do this to
each page.

You appear to be producing 'rich' html code instead of 'filtered'. You
should have at least SP1 installed for Pub 2002, and you should be producing
your web files by doing a File > Export As a web page, not File > Save as.

I am also concerned about the way you have named the pages. Read about the
proper way in the article.
