Web Publishing not highlighting under Tools

Any suggestions? I'm running Windows 98 and Front Page
2000. Also, Publish Web doesn't highlight either. I've
contacted my Web Server, and they do have me set up for
Front Page extensions. I'm V E R Y new to Front Page, but
I know enough that those 2 options (of coursee as
important as they are), aren't showing as an option. They
are there, just not highlighted.
I would appreciate any suggestions...its SO frustrating.

You must have a web created and the web open, not just a page, to have those
functions available.
