Web site is not automatically created for the project when a project is published to Project Server

Hello,

once again project has caught me off guard! i recently migrated a
production project environment to a sandpit environment. All is swell
bar the auto site creation :-(

Now i have gone through and checked the site provisioning settings,
everything is set to automatic, the site owner email address is also in
there, the site template...

now i have checked my URLS in 'manage your sharepoint sites' they all
seem to be correct as i have tested them time and time again.

ive read through alot of postings, and ive checked them. maybe this
could be an underlying issue in wss?

im not to sure, this is a crucial part so i need to find a solution.
