webbot does not work

I am a new user of FrontPage 2003 and unfamiliar with html code. When I
publish, the graphics are not loading on the navigation bar, as well as
other items like the counter. All of these items are grayed out in the
code and related to webbot. For example:

<!--webbot bot="Navigation" S-Orientation="vertical"
S-Rendering="graphics" S-Type="top" B-Include-Home="TRUE"
B-Include-Up="FALSE" -->

Is there a setting or customization that I need to adjust to correct
these issues?

Does the server have FrontPage Extensions installed??

Did you publish using http:// ??
