Webmail not syncing with Outlook

My outlook receives messages but they are not coming through when I log into
through webmail. If I close my outlook then I will receive messages on
webmail. There seems to be some sort of syncing issue.

Please help.

What do you mean by "webmail"? What version of Outlook? What account type?
