Webpage or browser problem?

My webpage seems to be fine for 99% of viewers, in either FF3 or IE7/8.
However, I have received comments from a viewer or two that say in IE7, it
appears that the text is locked and the rest of the page not. If they zoom,
the lines blow apart and on top of the text?
I, personally, can go between IE7/8 and FF3 and the site looks almost
identical (thanks to help from a bunch of you), so I would like to believe
that it is some setting in the IE7 browser. I have tried to replicate the
problem in my browser but can't do it.
Does anyone know where the problem might lie?

I was able to replicate it once but when I came back to take a closer look
at it, I see that it is OK at all zoom factors.

I do have one piece of advice not related to the zoom..
Try compressing your images in publisher. That may help load the images
faster. I get a very slow load of most of the images.
