Weighted color scale

Is there a way to have a weighted color scale added this
type of chart that is 3 colors?

We need to show green background shading for 80 - 100%,
yellow for 70 - 79%, and red for 0 - 69%

Actually, I think Sophia wants different colored background. This is
like my quadrant background chart example:

but using data like

20

for a single stack of bands instead of

1 0 1 0
0 1 0 1

to make the 2x2 array in my example.
