Weird problem with message headers

I am using OL2003 in POP mail mode on a WinXP platform. Every now and then,
when I download messages from the mail server, some messages do not download
fully - only the headers are downloaded, without any content.

If I double-click the header and mark it to download the message from the
server on the next pass, the content still does not get downloaded. If I
choose the 'Process Marked Headers' option under Send/ Receive, I get an
error message indicating that the message is no longer on the server.
However, the messages are very much on the server.

After several days the messages do of course get purged from the server and
then they are really no longer there. But I continue getting error messages
whenever I download mail.

No attempt to delete these headers has been successful - even when I choose
the File | Work Offline mode (or indeed yank the network cable away from the
laptop).

What can I do?
