what are files with "~"?

What are the temporary files that start with "~" that sometimes remain on the
drive when Word or other programs are closed?

These are temporary files created by Word an other applications. If there are no applications open, it's probably safe to delete
those files.

Thanks, I should have been clearer in my question. I have to explain to
students in my computer lab all the time about those files, and I was hoping
to understand a little better than the "those are temporary files that Word
uses behind the scenes to keep track of things about your document, and you
don't need to worry about them and it's OK to delete them" that I tell them
now.
