What are SmartTags?

In one other post, I saw a reference to SmartTags. Might be just what I need
to pop up a tip explaining the shape under the user's mouse (much like the
one in this Message box). Is this in VISIO 2000?

The pop up is created by putting text into the shape's shapesheet
