What are the necessary steps required to reinstall the SharePoint

Details:
Installed and Configured MOSS 2007
Upgraded to SharePoint SP2 (Version: 12.0.0.6421)
Installed Project Server 2007(Version: 12.0.0.4518)
Applied Feb 2010 CU for WSS 3.0 (Version: 12.0.0.6529)
But failed to apply Feb 2010 CU for SharePoint Server 2007 (because Project
Server is not upgraded)

Now I need to reinstall WSS 3.0 SP2 and SharePoint Server SP2 or if I run
"psconfig.exe -cmd upgrade -inplace b2b -wait -force" this will upgrade
Project server files.
