What controls "add new field"?

When I open a table, some of them present a "column" called "Add New Field."
But some of them don't. What controls whether this feature is available in
a table or not?

It's determined by the settings for the current database.

In Access 2007, that's:
- Office Button (top left)
- Access Options (bottom of dialog)
- Current Database (left pane)
- Enable design changes for tables...

Ah.... But since some tables have it and some tables don't, does that mean
it applies only when tables are created?
