What does OE removed access to the following unsafe attachments means ?

I have this in one of my e-mails and I must have the
document that they had sent me because it's for a student
loan. Could someone tell how I can access the document?

Open Outlook Express and select Tools | Options | Security tab. Uncheck the
second box from the top concerning attachments. (its a new security feature
in oe6 sp1 that can block certain types of attachments from being forced
open using known exploits.)
