What does "Synchronize Forms" in Send/Receive Groups mean?

I use Exchange and Outlook 2003. I use Exchange Cached Mode and OSTs.

What does "Synchronize Forms" in Send/Receive Groups mean?
In Send/Receive groups under Tools -> Options -> Mail Setup ->
Send/Receive... -> Edit

Activating oder deactivating does not have any effect. We have custom made
forms. Nothing changes, if it is activated or not.
