What Gives?

Trying to set a password on an MDB created in Access 2003:

On the File menu, then click Open.
Click the arrow to the right of the Look In box, select the drive and
folder where the Microsoft Access database (.mdb) (Microsoft Access
database: A collection of data and objects (such as tables, queries, or
forms) that is related to a particular topic or purpose. The Microsoft Jet
database engine manages the data.) is located, and then click the
database's icon.
Click the arrow to the right of the Open button, and then click Open
Exclusive.
On the Tools menu, point to Security, and then click Set Database Password.


I follow all these instructions to the letter, but when I get to the
instruction to Set Database Password, I am once again prompted to Open
Exclusive, thus taking me back to the preceding step.
