What happens to blocked sender emails?

If a sender is blocked do you still see their email and what are they told
when their email fails?

It doesn't fail so they see nothing. It gets moved to the Junk E-mail
Folder.

I have Outlook 2003. When I receive a junk email, I highlight it (without
opening it) and click on the "Add sender to blocked senders list." The email
is sent to the Junk folder and I delete it from there. It seems that I
almost immediately receive another email from the sender I just blocked.
This happens too often to be a coincidence. Does using this procedure notify
the sender that I am blocking them?
