iCloud Mail doesn't support native MBOX uploads, so when you import MBOX emails into iCloud Mail, they don't go in directly. Instead, an email client like Apple Mail is usually used to import.

You usually do the following: first, you import the MBOX file into Apple Mail, and then you connect your iCloud account through IMAP. Once connected, your iCloud mailbox will get the emails. Most of the email data, such as the subject, sender, timestamps, and attachments, is kept during this process.
Based on what I've seen, this works well for smaller files. However, syncing can take a while with large MBOX files, and you may notice small problems with the formatting or folder structure from time to time.
