What if I cannot download Active X after following Microsofts

I am trying to get Office and Windows Updates. It asks me for the Active X
controller. It does not download automatically, so I follow Microsofts
instructions by going to tools and adding it to the trusted sites. It still
does not work for me to get the Active X controller. This is also keeping me
from viewing Commission statements for our business. HELP PLEASE!!!
