Depends on what you mean by what-if scenerios.....

Do you mean Monte Carlo, or conditional branching? Or just creating
different alternate versions of the same project?

PERT or some Monte Carlo macro might meet your needs for what if analysis of
durations. @Risk or other 3rd party plug ins will support conditional
branching.

What're you looking for specifically?

As Andrew said, doing PERT or Monte Carlo simulation is a great way.
That being said I sense you are asking something different, but what I'm
not sure.

The simplest way to do What-If type analysis is to simply build each
scenario as a plan and see differences.
