What is a 'Onenote single file package'?

What is the signifance of this?

I can distrbute this to users who do not have OneNote?
What applicaiton is required to view these files?

How is it different from the '.one' files supported from OneNote 2003?

It is supported by ON 2007 only. It packages multiple .one files as well
as files embedded on pages into one single file that you can send to
other ON 2007 users via email e.g.
