What is an administrative task?

Dear all,

I wonder if anyone could shed some light on the meaning of an
administrative task?
on researching it seems like it may be a holiday/sick booking project.
Is this the case? and if so can you use project server as a holiday
request package, outlining things such as remaining holiday for the
year etc??

i am asking this, as we are currently trying to source a new way of
tracking our holiday/sick, and would be great if we could use Project
server instead of buying yet another application.
