What is Easy Capture and why does it keep popping up while I type.

I just got a new laptop with XP. I've had nothing but problems with it. One
annoying thing is this little screen keeps popping up while I type. It is
called Easy Capture. What is this, and how can I keep it from popping up?
Can it be turned off completely??
