What is error message 1311?

Adventure Books of Seattle

Trying to reinstall Office 2003, I get the error message 1311? Does anyone
know how to correct this problem?

It probably means that the installer is screwed up. There's an MSKB article
about the installer with a link to the Installer Cleanup Utility download.
