what is exhange server unavailable in outlook and how do I fix it

I have been trying to configure the profile for outlook 2003 basic ed and iI
can't get anywhere with it. it keeps coming up with the message microsoft
exchange server is unavailable. I need this resolved as soon as possible

If you are not using Microsoft Exchange as your mail server, go to Control
Panel->Mail Icon->Email Accounts->View/Change. Remove Exchange and check
POP3 or IMAP, whichever your ISP has told you that you are using>
