what is normail.dot created from in word 2003

outline:

admin install of Office 2003 SP1 on windows XP SP2 machine

A few questions about word 2003

1) normal.dot has an owner assigned to it, how is it assigned

2) delete normal.dot, how is it recreated and where is it recreated from?

I've filemon'd it and check reg entires etc and Im pulling my hair out now.
