what is normal work flow of project server?

A Project Manager Published one project to server, the members finish there
tasks and report there status to manager by "My Tasks" in PWA, and the
manager can see its status report in "Approvals" and can click "Accept"
button, but after that, the status in Projects Center is not updated. what's
wrong? what is the normal work flow? thank you.

How to publish?
the Manager login to PWA and accept the status report in Approvals and the
click publish in the applied task update request and error, and the status
shows published, but in project center, the status is not updated, and check
the Jobs Queue, found that last job status is skip for optimization and the
progress is in 20%. but the Queue position is N/A.
How a manager to publish the approvals status?
