What is the best VCF version for old phones using Excel contacts?

I need to export my contacts to a VCF (vCard) file so I can import them into some older mobile phones (basic phones and early Android models). I have noticed that there are different vCard versions available, like vCard 2.1, 3.0, and 4.0, and I am not sure which one works best for legacy devices. My main concern is maximum compatibility rather than advanced features. I do not want contacts to get skipped, show incorrect fields, or fail to import altogether. Which VCF/vCard version is considered optimal for older mobile phone compatibility, and why?

The best VCF version for old phones using Excel contacts is VCF 2.1. Older mobile phones and basic devices support simple contact formats.
