What is the best way to measure production support resources

I need to know what is the best way to measure production support resources
on projects --- this would be a way to track outsourced and internal
resources --- either through Project Management Software or through Access
Database --- thanks!

There is no "best way" there is only the way that works for you. If you want
to create something in Access, this is the wrong newsgroup. If you are using
Project Server, a more specific question would be helpful.
