I need to change the row height in Microsoft Excel to .5 inch. What do I

Row heights are in points. 72 points per inch, 36 points for 0.5 inch.

Ah, now you have a problem <g>.
Column widths are measured in number of characters in the font used for the
Normal style. With a proportional font, VBA Help says it's the width of the
character 0 that is used. So you'll have to experiment: set up several columns
with different widths. Print with gridlines, then measure.

Unfortunately, not as easy as row height.
Row heights are measured in points. There are 72 points to an inch as stated
by Myrna and myself.
The number that appears in the Standard column width box is the average number
of digits 0-9 of the standard font that fit in a cell.
No relationship between the two.
If you want to use VBA to set height and width in mm....which can be converted
to inches....
Ole Erlandson has code for setting row and column dimensions.
