What is Visio error 0x86db0c90 ?

Does anyone know what the error code 0x86db0c90 means?

I get this error when opening an empty sheet, insert an OLEControl (no
matter what kind of control) undoing the insert and then exporting the
active page to an .emf file.
The .emf file is not written.
Same error with Visio 2003 and 2007.
