What keystroke gives me the paragraph sign?

Hold down the Alt key, type 0182 from the numeric keypad (not from the top
row of keys on your keyboard), and release the Alt key.

If you use this character frequently, you can assign your own shortcut key.
Open the Insert | Symbol dialog, select the ¶ character (it's called a
pilcrow, BTW), then click Shortcut Key..., and type in your desired keyboard
shortcut.
