What program created a file so that I can open the file/database?

I have a homework assignment where i have to open a database in Microsoft
Access 2003. When i go to click on it and open it a screen pops up that says
to open this file, Windows needs to know what program created it, Windows can
go online auotmatically, (which i did and was very confused) or I could
select from a list of programs in my computer. PLEASE HELP ??

Do you have Access installed on your computer? The implication is that you
don't: that Windows doesn't know what to do with the .mdb extension because
that information didn't get added to the registry yet, which happens when
you install Access.

If you need to work with the data without necessarily running Microsoft
Access and you have Microsoft Excel 2003, you can use Excel to open the file:

In Excel, run File > Open, specify Files of type: Access Databases (*.mdb,
*.mde), and navigate to Look in the appropriate folder for your file. You
should be able to select and open the tables, although you cannot open
multiple selections simultaneously.
