What program is best for a quality assurance program?

I am attempting to create a QA program for 911 emergency calls and what the
program to be able to only show different questions that need to be asked
depending on what incident type is used for dispatch.

Hi, Sandy,

You are building a program and want to use Microsoft Office? How do you
know that Office is the right technology solution? You don't really mention
much about you requirements for someone to make a recommendation. There are
a few details that you would want to decide before you figure out a
technology, such as:

1) Who will be entering the data, and what skills do they have?
2) How will people get to the program? Do they all have Microsoft Office
licenses?
3) Do they need access outside/inside your environment?
4) How does data need to be tracked?
5) Do you need to run reports?
6) Do you have experience programming?
7) How will this be supported in the future once it's built?
8) What are other organizations/communities/doing? Can you use what they
have already developed?

Programming a robust application isn't something I would pick up
light-heartedly, especially if you're talking about a program that I would
think would be critical to people's safety.
