What should the Section Start be when creating a new template?

When creating a new "clean" template what is the best option for the page
layout Section Start? I am attempting to recreate (as a single long
document) a software user manual from a Word (2003) master document.

I would ALWAYS use New Page. Some may disagree with me, but I find the
others nothing but trouble. There's just some things I'd rather do
manually...one main reason being because many others don't understand or use
certain features and won't know that you did. (I see the word "master".
Please stay away from master/subs! Just make sure you use compressed
graphics, and you should be fine.)

Thanks. I have read John McGhie's article on "recovering" master documents.
Wish I'd read it BEFORE I wrote this 26 chapter manual using Master/subs. So,
now I'm redoing the whole thing.

I'd agree with Anne on avoiding continuous section breaks, just because they
confuse me--and not infrequently confuse Word as well.
