What would make my summary slide button be ghosted?

I am working in a presentation that was sent to me. I am trying to make an
agenda slide, but when I click on certain slides to create it, my summary
slide button becomes ghosted. Why would this happen, and how can I fix it?

The selected slides must have title placeholders. If they don't, you need to
reapply the slide layout to include a title placeholder.
