What's better? A question on admin taks

I have read a lot of the posts in regards to administrative projects and have a question. What is better - to assign each of my resources at 0% on the administrative tasks at a fixed duration, or to set them at say 25% (2 hours/day) and then settheir availability to 100% in the enterprise resource pool? I am guessing iit is just personal prference from what I have read but if anyone can help me before I screw things up that would be great!!!

I'm in favor of the second scenario. The benefits are simple:

1) The task(s) stay in the current tasks view in the timesheet
2) You can baseline and track variance
