Whats the best way to provide document templates to 75 users?

Somehow need to publish read only document templates (timesheet, company
memo, letters etc) to 75 users. They are all using Office 2003 Pro in a
server 2003 active directory environment.

Sorry to bump this but i am looking for the same. I have office 2003 in a
2003 AD, and need to push out company approved templates to all users and
make them the default. I would assume this will be through GPO and or a reg
hack. Could anyone shed some light on this process? Should i be looking in
the GPO discussions?
