When creating a distribution List, I'm unable to select some conta

When maintaing a distribution list, As I try to add members only some of my
contacts show up in the selection box,
(the scroll bar is unlit and only a hanfull show up) No scroll no matter
which address book I choose.
I have created new contacts then tried to make them a member of the list and
the do not show up in the selection box.
I have spent hours on this. Please help!
