when I click format cells nothing happens

I've greated a one page spreadsheet in excel. The format cells drop down
menu will not appear unless I am in an empty cell. What have I done to cause
this?

Have the cells containing data been locked and protection turned on. Click
TOOLS on the menu and select PROTECTION. If you have an UNPROTECT option in
the menu that's your problem.
