When I move scroll bar in excell the contents do not move with it

In Excel 2002, and Excel 2003, if you drag the scroll box, you'll see
the sheet scrolling.

In earlier versions, a tooltip shows the row numbers as you scroll, but
the worksheet doesn't change until you stop scrolling.
