when I open Outlook 2003 the Send/Receive function...

Please advise...

when I open Outlook 2003 the Send/Receive function is not
functioning, nothing happens at all, so I am not
receiving my emails.

When I open the program it is not automatically receiving
as it did earlier today.

Please help,

State what you changed between "earlier" and now. We have nothing to go on.
Ensure you have an automatic Send/Receive interval configured.

Did you close Outlook and reboot the computer. What happens when you do that

Why would you need to do that?
Just configure an automatic send/receive interval.
