when i open visio 2003 i need it to open a template

I have visio 2003, when i open the program can it be set to open a template
automatically.

You could change the shortcut that launches Visio to include the file.

Visio.exe MyTemplate.vst

To expand on Mark's suggestion, if you use specific templates for your work,
you can create a collection of Desktop short cuts that will open Visio with
different templates.
