When I shut down Outlook it won't start again till reboot

Outlook isn't closing properly. See if this helps:

Thats likely because the outlook process isnt terminating, bring up the
windows Task Manager, in running processes tab you will see an instance, or
multiple instances, of outlook.exe. Terminate this process, Outlook can be
then started.
If you have an antivirus application intergrated with outlook, uninstall it,
the AV, and see if the issue reoccurs
