when is a secured database not secured?

i have a query

i have a database which i secured using the security wizard, if i create a
desktop shortcut to this database in the form "path to msaccess.exe" path to
mdb"/wrkgrp "path to secure mdw" this is secure

my question is what is to stop anyone from browsing the c: drive to find the
location then starting msaccess in the standard workgroup and opening the
database.

can i change the file extension or any other method of securing this
database regardless of any other action.

If the database is secured properly, browsers will be unable to open
it using the default workgroup file. Common errors are to deny
permission to the Users group or neglect to change ownership of the
database. Follow the steps in the security FAQ or my own version. See

thought i had solved this with your file however

i created a zip file with secured.mdw
database.mdb

unzipped to new machine but when i tried to log on as anyone other than the
database owner i was told i didn't have permission

my salesuser
salesadmin
and salesdeveloper groups were no longer there just user and admin which had
all permissions removed.

where did i go wrong
