When Outlook closed, need notification when any email arrives

When the internet is on, but I do not have my Outlook open, how do I receive
notification that any email has arrived?

That's like asking how you can get a phone call if your phone is turned off.
You don't.

It's pretty simple, if Outlook isn't open, e-mail WON'T arrive. Since
nothing will arrive, there is nothing to notify you about.

The internet is on, outlook is minimised - I am not an idiot, just don't know
correct wording for you to understand!

Then Outlook is NOT CLOSED. Outlook will notify you, when it retrieves
new messages. This presumes of course that you have configured it to
retrieve messages AND notify you. (Look in Tools, Send and Receive And
Tools, Options, Preferences, E-mail Options, Advanced email options)
